casino is expected to open today. the braton reosrt and casino is considered to be one of the largest casinos in california. it's expected to draw thousands of visitors to sonoma county, creating new jobs for people in the area and possibly creating a traffic nightmare. kron 4's charles clifford has details >> it will be open 24 hours a day. there has been a lot concern that it may bring heavy traffic to a rural area. this is a map looking over the area. it is so new that google does not even show on its map yet. there has been estimates that

thousands of people may visit this and daily. they stated that they're ready if the traffic is heavy. >> we will have officers and place if does become standing traffic. >> charles clifford, kron 4 news. >> the casino is officially set to open this morning at 10 a-m. >> a federal lawsuit accuses the sonoma county sheriff's deputy erick gelhaus. of reckless behavior over the past 18 years.including shooting and killing 13- year-old andy lopez. andy's mother and father. filed the federal civil suit monday. it seeks an unspecified amount of money. for not supervising and training deputies and for shooting without reasonable cause. the family also released results of an autopsy it paid for. showing that the 13-year old suffered seven gunshot wounds. and it showed that gelhaus continued firing even after the first bullet went through andy's heart, causing him to fall to the

ground. andy's father. spoke very briefly at the press conference. >> we want justice and also we want an honest investigation. all of you better do it demonstrations we want a peaceful demonstrations. >> the jail house unloaded and a reckless way. on one of the buildings across the street-- >> the family's lawyer continued to say. the bullets that did hit andy. in the back, chest and hands. show that the teen did not point the gun at deputies. and that deputy gelhaus continued to fire even after the first bullet went through the teen's heart. causing him to fall to the ground. andy's mother also said that her family has been

>> oakland police say a man was set on fire aboard an a-c transit bus last night. they are investigating how the incident occurred. it happened just after five p-m near macarthur boulevard and ardley avenue in oakland. the victim was taken to the burn center at saint francis memorial hospital in san francisco. the severity of his injuries are unknown at this time. no one else was injured. >> s-f-o is announcing a new way to handle incoming flights. it includes allowing both parallel runways to remain in use when visibility is bad. this is a live look from our s-f-o camera. until now - planes arriving at s-f-o in bad weather had to approach the runway in a single file line. the new system is already in place at seven other airports around the country - including newark, boston and seattle. it's expected to reduce delays. >> state regulators have at the castro valley nursing home

that was shutdown. docucments show that regulators not only visited valley springs manor four times before and after its closure. the state evaluator who visited the facility on october 24th hours before the facility was to be empty. found 21 residents on site. they also found insufficient perishable food, no adult diapers or bed pads and at least two residents in soiled diapers. the state regulator documented those problems and left. >> more than that i think we need a complete overhaul in the way that we provide regulations for residential care facilities. >> state officials say that proper procedures were not followed. like making sure that patients were properly transferred to another

can expect mostly cloudy conditions so keep your umbrellas handy and the temperatures will definitely drop by the end of the week. this is something that we will continue to monster. we do have a potential hot spot on our hands. >> interstate 580 is a big rig accident involving two other vehicles. as of right now 3 lanes are blocked. he was start to see the first signs of a back up. the speeds are below 25 mi. per hour. this will be difficult if this is not clear shortly. this is one of the first spots to actually show signs of the lead. yesterday, with some of drive times over and hour and a half from to 05 out of tracy pruitt this was all due to an earlier accident. we will continue to keep a close eye on this. >> the bay bridge toll plaza

is light from all approaches. the san mateo bridge is problem free in the drive time is 12 to 30 minutes. the golden gate bridge is looking good. and as we take it back the east shore freeway drive time is that 12 minutes from hercules to berkeley. >> more than two dozen marine corps reservists in southern california face fraud charges for allegedly submitting fake travel vouchers. those vouchers totaled more than 870-thousand dollars. authorities say a military administrative officer prepared and submitted phony expense forms for those on active duty. the officer is suspected of getting kickbacks in return. so far, 21 reservists have pleaded guilty or agreed to plead guilty to tax-related charges. >> drowsy drivers listen up. c-h-p officers will be on the lookout for those who are falling asleep at the wheel. over the next week, officers are reminding drivers to remain alert and help reduce fatigue-related collisions. according to the national highway transportation administration. roughly 15- hundred people are killed

due to crashes caused by drowsiness. chp, in a joint annual campaign with the state transportation agency and office of traffic safety, alerts drivers of the affect drowsiness can have on the road. the campaign - "drowsy driving prevention week" - provides public education about the risks of driving while drowsy and ways to improve safety on the road, according to the chp. more than 10,000 crashes a 1,500 deaths, are caused by drowsiness, according to the national highway transportation safety administration. drivers are advised to find a safe place to pull over and rest if the chp said. a line >> uc san diego plans to open stem cell center san diego - the university of california san diego is creating a stem cell research into new drugs and therapies. uc san diego officials announced monday that businessman t. denny sanford has committed $100 million to the creation of the sanford stem cell clinical center. the center will integrate

operations at four locations: the uc san diego jacobs medical center and a nearby proposed clinical space, both scheduled to open in 2016; the uc san diego center for advanced laboratory medicine; and the sanford consortium for regenerative medicine. officials say the sanford center will accelerate development of drugs and cell therapies derived from human stem cell research. >> a special education teacher at solano middle school in vallejo has been named a california teacher of the year. angelo "ang" bracco is one of five teachers statewide recognized by california superintendent of public instruction tom torlakson for their classroom. solano middle school for 14 years and instructs seventh- and eighth-grade special also been chair of the school's special education department for 10 years. a former police officer, bracco served with the san francisco and concord police departments for 27 years before retiring >> police in san francisco are investigating what led to a car hitting and killing a man in a wheelchair this morning. it happened near the intersection of market and octavia - in the hayes valley neighborhood. bryan goodwin's wheelchair is wreckedthe hit caused his shoe to fly off his foot and land in the street. the u-c berkeley graduate worked for the us environmental protection

agency in san francisco. he suffered from osteo-genesis imperfectaalso known as "brittle bone disease", which is caused by a genetic defect. being subjected to a wheelchair didn't stop bryan from living life. we spoke to his mom francine over the phone. she says her son was well traveled, intelligent, and popular among his peers. she tells us: "he was bright, articulate, a hard worker, honesthe was a great guy. he was a really good guy and i am glad i was his mother." this intersection has had its issues. over the last 6 years kron 4 has reported on close calls and drivers making illegal right turns onto the freeway ramp. the driver stayed at the scene after today's accident and was questioned by police. it's still unclear if the crash was the result of an illegal right turn. as the day went on a memorial continued to grow at the scene. >> utilities commissioner is proposing that pacific gas & electric co. be fined $17.25 million for falsely claiming two old pipelines were safe and filing misleading records to downplay the the california public utilities commission on monday said it received the proposal from commissioner mark ferron; an earlier proposal called for 6.75 million in fines for the violations. two judges found previously that pg&e ran an aged pipeline at too high a pressure and minimized the lapses as data "errata" in safety filings. the pipelines are in the same system as one in san bruno that exploded in 2010, killing eight people. pg&e spokeswoman brittany chord said pg&e's goal is transparency, and the company is disappointed its efforts fell short "in the eyes of the commission." according to commission records, the utility began
